You can apply to carry out a traineeship in Malta if you have a higher education degree which you obtained within the period of the last two years, or if you are pursuing a higher education degree in a non-EU country. You must have a training agreement with a host entity/company in Malta.
If you fulfil the conditions, you will be issued with a residence permit.
Where and how to apply
| Hosting agreement You must sign a trainee agreement with an entity permitted to host trainees. Visa If subject to a visa requirement, you must obtain a short-stay visa at the Embassy or Consulate in your country of origin or residence, prior to your intended arrival in Malta. Residence permit You must apply for a residence permit with Identity Malta Agency whilst you are legally present in Malta. The application shall be submitted by yourself and endorsed by the host entity. |
Documents required
| You must submit: (a) a valid travel document and, if required, an application for a visa or a valid visa or, where applicable, a valid residence permit or a valid long-stay visa. The period of validity of the travel document shall cover at least the duration of the planned stay; (b) if you are a minor, a parental authorisation or an equivalent document for the planned stay; (c) evidence that you have applied for sickness insurance for all risks normally covered for Maltese nationals which shall be valid for the duration of the planned stay; (d) evidence that any fee that may be applicable has been paid; (e) evidence that during the planned stay, you will have sufficient resources to cover subsistence costs without having recourse to the national social assistance system in Malta as well as return travel cost; (f) present a training agreement which provides for theoretical and practical training with a host entity. The training agreement shall contain:
g) provide evidence that you have received or will receive language training so as to acquire the knowledge needed for the purpose of the traineeship; (h) provide evidence that the host entity accepts responsibility for you throughout your stay in territory of Malta, in particular as regards subsistence and accommodation costs; (i) provide evidence that if you will be accommodated throughout the stay by the host entity, the accommodation meets the conditions in accordance with the provisions of the law. |
Duration of validity of permits/visas
| The period of validity of an authorisation for trainees is for the duration of the training agreement where this is shorter than six months, or for a maximum of six months. If the duration of the agreement is longer than six months, the duration of the validity of the authorisation may correspond to the period concerned subject to approval by the pertinent education authorities. |
Conditions for renewal
| Identity Malta Agency, in consultation with the pertinent education authorities, may decide to allow the renewal of the authorisation once, for the period necessary to complete the traineeship. |
Appeals
| Where Identity Malta Agency has declared inadmissible or refused an application, or refused renewal or withdrew a permit issued on the basis of traineeship, you shall have the right to appeal to the Immigration Appeals Board within three working days from the decision subject to appeal. |
Trainees, when the legal relationship between the trainee and the host entity is considered to be an employment relationship in Malta, are entitled to equal treatment with nationals of Malta as provided for in Article 19 of Subsidiary Legislation 217.22.
Trainees, if the legal relationship between the trainee and the host entity is not governed under national law, are entitled to equal treatment in relation to access to goods and services and the supply of goods and services made available to the public, as well as, where applicable, in relation to recognition of diplomas, certificates and other professional qualifications in accordance with relevant national procedures, except access to housing and equal treatment in relation to services provided by public employment offices.
