On 1 July 2013, the provision of the Title XII of the Foreigners Act entered into force (Official Gazette, Number: 130/11 and 74/13), regulating stay and work of highly-qualified third-country nationals. Also entering into force on the same day was the Ordinance on stay and work of highly-qualified third-country nationals in the Republic of Croatia (Official Gazette, Number: 120/12 and 81/13), regulating the manner of establishing conditions for regulating stay and work of highly-qualified third-country nationals workers (the EU Blue Card holders), and the conditions regulating stay of their family members.
Where and how to apply
| A high-skilled third-country national shall submit an application for the issuance of a residence and work permit at a diplomatic mission or consular post of the Republic of Croatia or at a jurisdictional police administration or police station, according to the place of residence. | |

Duration of validity of permits (Blue Card) | A residence and work permit (the EU Blue Card) shall be issued with the term of validity of up to two years. If an employment contract was concluded for a period of at least two years, the residence and work permit shall be issued for the term of the employment contract increased by three additional months. |
| Further requirements | A request for the prolongation of an EU Blue Card is to be submitted at the jurisdictional police administration/station according to the EU Blue Card holder’s place of residence at least 30 days before the expiry of the valid permit. |
| Appeals | An appeal may be filed against the police administration/police station decision within 15 days since the day it has been served. A Review Commission decides on the appeal in the proceedings conducted in line with the provisions of the Foreigners Act. |

Change of employment
The EU Blue Card holder who changes his/her employer within the first 2 years of stay in the Republic of Croatia shall submit an application for the issuance of a new EU Blue Card to the police administration or police station within eight days of the date of termination of employment with the initial employer. After a period of 2 years, the EU Blue Card holder shall notify the competent police administration or police station of the change of job within eight days of the change and submit the new employment contract or other relevant contract with the new employer | |
