Which ministry has overall responsibility?

Ministry of Inclusion, Social Security and Migrations

The Ministry of Inclusion, Social Security and Migration is the ministerial department with responsibility for social security and passive classes, as well as the elaboration and development of the Government's policy on foreigners, immigration and emigration and inclusion policies.

The Secretariat of State for Migration is the body in charge of developing the migration policy defined by the government in matters of immigration, integration of immigrants and Spaniards abroad.
